The HUB - progress to date:
Since 2015 proposal outlines have evolved to cover the concept of the central information point (consultancy) with an operations centre (project engineering) and governance (community sociology).  Progressive proposals include review and suggestions of government officials, planning authorities, university professors, engineers, doctors, sailors  and many others.  Several good unused government-owned sites and buildings are present on the island, as well as one or two private ones.
