A solution needs 3 critical ingredients:
1) A single go-to point where the complexity is handled; including assessment, design, finance, implementation. 2) A mechanism to overcome the trust/quality barrier 3) A review and feedback cycle with government commitment, for removal of blockers and barriers at soonest occasion: rapid scaling demands skills, staff, materials, investment funds. |

By minimising additional effort, and maximising use of existing systems and current commercial drivers, this creates organic job growth in the supply chain.
In the long term this is cost-neutral with commercial finance, but the start-up trajectory needs funding. |

Good news: 1) Most foundational systems exist: (PAS2035, trustmark, EPC, etc.). 2) Many organisations studied this, and roughly align on what's needed (Green Finance Institute, EU/X-tendo, Bankers for Net-Zero/APPG, Construction Leadership Council, Better Homes Yorkshire). 3) Many organisations perform parts of the necessary work package. |

Transition Catalyst is looking to trial this in North-East Scotland, for expansion to Scotland and UK wide - but remains open to any feasible alternative path of maximum impact.
